If a phone number has a Flagged or Restricted status, this means the line is no longer eligible to receive notification messages. Once the line is back to a Connected status, the messaging limit will be reset within 3 days. A Flagged status indicates that the phone number is experiencing low messaging quality and will remain in this state until it improves to a high message quality rating.
